Eventually I found a very easy solution to the scaling problem on a Surface Pro 4 with Windows 10.
The problem was that all the menu text was tiny and difficult to read. Now it's all back to normal
The solution to change one of the properties of an exe file in the Java Runtime Environment installed with VUE.
THE SOLUTION
1. Find javaw.exe you installed with VUE in file explorer:For me with a default windows installation on Windows 10 this was in C:\Program Files (x86)\VUE\jre\bin
2. right-click javaw.exe ->Properties
3. Go to the Compatibility tab
4. Check 'Override high DPI scaling behaviour'
For 'scaling performed by' choose System
